জন্ম দিল্লী ভাৰতত, পাঞ্জাবী পৰিয়ালত। দিল্লীৰ টিছ হাজাৰিৰ কুইন মেৰী স্কুললৈ গৈ পিছলৈ দিল্লী বিশ্ববিদ্যালয়ৰপৰা মনোবিজ্ঞানত স্নাতক আৰু অপৰাধ বিজ্ঞানত স্নাতকোত্তৰ ডিগ্ৰী লাভ কৰে।

পিছত কাপুৰে দিল্লী বিশ্ববিদ্যালয়ৰ নৃতত্ত্ব বিভাগৰপৰা ফৰেনছিক বিজ্ঞানৰ আন এটা পাঠ্যক্ৰম সম্পূৰ্ণ কৰে। জাপানৰ দ্য টকিয়াৱা ইণ্টাৰনেশ্যনেল ভিক্টিম’লজি ইনষ্টিটিউটৰপৰা ভিক্টিম’লজীত আন্তঃৰাষ্ট্ৰীয় ডিপ্লমা লাভ কৰিছে। ইয়াৰ উপৰি তেওঁ চিচিএছ বিশ্ববিদ্যালয়ৰপৰা এলএলবি সম্পূৰ্ণ কৰে।[5]

দিল্লী বিশ্ববিদ্যালয়ৰপৰা স্নাতক হোৱাৰ পিছত কাপুৰে দিল্লী পাব্লিক স্কুলত ছাত্ৰ পৰামৰ্শদাতা হিচাপে যোগদান কৰে। পিছলৈ তেওঁ CURES NGO ত কাৰ্যবাহী সঞ্চালক হিচাপে যোগদান কৰে।[6]

কাপুৰে বিভিন্ন হাই-প্ৰফাইল অপৰাধমূলক গোচৰ যেনে ইন্দ্ৰাণী মুখাৰ্জি গোচৰ, সোমনাথ ভাৰতী গোচৰ, আছাৰাম বাপু গোচৰ, সুনন্দা পুষ্কৰ, ২০০৮ চনৰ নয়ডা দ্বৈত হত্যাকাণ্ড (যাক "আৰুষী হত্যা" গোচৰ বুলি জনা যায়), ২০১২ দিল্লীৰ দলবদ্ধ ধৰ্ষণ আৰু হত্যা ("নিৰ্ভয়া ধৰ্ষণ গোচৰ" বুলি জনাজাত", আৰু ২০১৪ চনৰ বদৌন দলবদ্ধ ধৰ্ষণৰ অভিযোগ ওপৰত তত্ত্ব ভাগ-বতৰা কৰিবলৈ আৰম্ভ কৰে।[7]

কাপুৰে নিৰ্ভিয়া এক শক্তি নামৰ এটা বেচৰকাৰী সংস্থা প্ৰতিষ্ঠা কৰে, যিটো হৈছে ভুক্তভোগী সহায়ক কেন্দ্ৰ।[20][21] আগ্ৰাৰ ভুক্তভোগীসকলক পৰামৰ্শ দিয়াৰ উদ্দেশ্যে শ্বেৰ'জ কেফেত এদিন কটায়।[21][22] অপাৰেচন নিৰ্ভীকৰ অধীনত তেওঁ পৌৰসভা আৰু ব্যক্তিগত বিদ্যালয়ত বিভিন্ন চৰকাৰী ছাত্ৰ-ছাত্ৰীৰ বাবে কাউন্সেলিং কৰিছিল।[23][24] এচিড আক্ৰমণৰ বলি হোৱা লোকসকলৰ বাবেও তেওঁ মাত মাতে।[25]

কাপুৰে ডব্লিউ এছ ভি, ভিক্টিম ছাপৰ্ট অষ্ট্ৰেলিয়া, এঞ্জেলহেণ্ডছ আৰু অষ্ট্ৰেলিয়ান ইনষ্টিটিউট অৱ ক্ৰিমিন'লজিৰ উদ্যোগত আয়োজিত ১৫সংখ্যক আন্তঃৰাষ্ট্ৰীয় আলোচনা-চক্ৰত অংশগ্ৰহণ কৰে।[26]

২০১৭ চনৰ মাৰ্চ মাহত কাপুৰে দিল্লী বাস কৰা ২৪বছৰীয়া মডেল ছোৱালী আৰু ১৬বছৰীয়া নেপালী ছোৱালীৰ গোচৰৰপক্ষ লয়, যিসকলক ধৰ্ষণ কৰি তাৰ পিছত জোৰকৈ বেশ্যাবৃত্তি কৰা বুলি অভিযোগ উঠিছিল।[27][28][29]

২০১৭ চনৰ এপ্ৰিল মাহত কাপুৰে ইণ্ডিয়া টুডে এডুকেচনৰ সৈতে বিভিন্ন স্তৰৰ হতাশা আৰু ইয়াক কেনেকৈ মোকাবিলা কৰিব পাৰি সেই বিষয়ে কথা পাতে।[30]
