১৯৮৫ চনৰ ২৮ ছেপ্টেম্বৰত পশ্চিম বংগৰ কোচবিহাৰত এটা বঙালী ভাষী ৰাজবংশী পৰিয়ালত ৰায়ৰ জন্ম হৈছিল।[5][6][7][8][9][10] তেওঁৰ ককাক শেখৰ চন্দ্ৰ ৰায় এগৰাকী প্ৰখ্যাত যাত্ৰা শিল্পী আছিল।[11] তেওঁৰ মাতৃ মুক্তি আছিল এগৰাকী থিয়েটাৰ শিল্পী আৰু পিতৃ অনিল ৰায় কোচবিহাৰ জিলা পৰিষদৰ এজন অফিচ ছুপাৰিণ্টেডেণ্ট আছিল।[5] তেওঁ বাবুৰহাটৰ কেন্দ্ৰীয় বিদ্যালয়ত দ্বাদশ শ্ৰেণীলৈকে পঢ়া-শুনা কৰিছিল আৰু তাৰ পিছত দিল্লীলৈ গৈছিল।[5][12]

তেওঁ মিাণ্ডা হাউচৰপৰা স্নাতক ডিগ্ৰী সম্পূৰ্ণ কৰে আৰু পিতৃ-মাতৃৰ জেদত জামিয়া মিলিয়া ইছলামিয়াত গণসংযোগ (mass communication) অধ্যয়ন কৰিছিল। কিন্তু আধাতে পাঠ্যক্ৰম এৰি দি তেওঁ হিন্দী চলচ্চিত্ৰ জগতত ভাগ্য পৰীক্ষা কৰিবলৈ মুম্বাইলৈ গুচি যায়।[13] তেওঁ পাৰ্ট ১ পৰীক্ষা দি উঠিছিল আৰু তাৰ পিছত পুনৰ দিল্লীলৈ উভতি যোৱা নাছিল। মৌনী সৰুৰেপৰাই অভিনয়ৰ প্ৰতি আগ্ৰহী আছিল আৰু অভিনেত্ৰী মধুবালা, মাধুৰী দীক্ষিত আৰু ৱাহিদা ৰহমানক নিজৰ অভিনয়ৰ আদৰ্শ বুলি গণ্য কৰে।[14][15]

সংযুক্ত আৰৱ এমিৰেটছলৈ (UAE) সঘনাই কৰা ভ্ৰমণৰ বাবে মৌনী ৰায়ক দেশখনৰ গল্ডেন ভিছা প্ৰদান কৰা হৈছে।[16] তিনিবছৰীয়া প্ৰেমৰ সম্পৰ্কৰ অন্তত ২০২২ চনৰ ২৭ জানুৱাৰীত তেওঁ ডুবাইত কৰ্মৰত মালয়ালী ব্যৱসায়ী সুৰজ নাম্বিয়াৰৰ সৈতে বিবাহপাশত আবদ্ধ হয়। গোৱাৰ পানাজীত বঙালী আৰু মালয়ালী—উভয় পৰম্পৰাগত ৰীতি-নীতিৰে তেওঁলোকৰ বিবাহ সম্পন্ন হৈছিল।[17][18]
