ভাৰত ৰত্ন (হিন্দী: भारत रत्न, ইংৰাজী অনুবাদ জুৱেল অৱ ইণ্ডিয়া[1] বা জেম অৱ ইণ্ডিয়া[2]) ভাৰত দেশৰ সৰ্বোচ্চ অসামৰিক সন্মান।[3]জাতি, বৃত্তি, পদবী বা লিংগৰ পাৰ্থক্য নোহোৱাকৈ "উচ্চতম স্তৰৰ ব্যতিক্ৰমী সেৱা/কাৰ্য্যক্ষমতা"ৰ স্বীকৃতি স্বৰূপে এই বঁটা প্ৰদান কৰা হয়। নিজ নিজ ক্ষেত্ৰলৈ অপৰিসীম অৱদান আগবঢ়োৱা ব্যক্তিক এই সন্মান প্ৰদান কৰা হয়। এই বঁটা প্ৰথমে কলা, সাহিত্য, বিজ্ঞান, আৰু ৰাজহুৱা সেৱাৰ কৃতিত্বৰ মাজতে সীমাবদ্ধ আছিল যদিও ভাৰত চৰকাৰে ২০১১ চনৰ ডিচেম্বৰ মাহত এই মাপকাঠী সম্প্ৰসাৰণ কৰি "মানৱ প্ৰচেষ্টাৰ যিকোনো ক্ষেত্ৰ"ক সামৰি লয়। ভাৰত ৰত্ন প্ৰাপকসকলৰ কোনেও এই বিশেষ সম্মানজনক উপাধি নামৰ অঙ্গ হিচাপে ব্যৱহাৰ কৰিব নোৱাৰে। তথাপিটো ইয়াৰ ভাৰতীয় মানক্ৰমত বিশেষ স্থানৰ অধিকাৰী। ১৯৫৪ চনৰ ২ জানুৱাৰীত স্বাধীন ভাৰতৰ প্ৰথম ৰাষ্ট্ৰপতি ৰাজেন্দ্ৰ প্ৰসাদে এই পুৰস্কাৰৰ প্ৰৱৰ্তন কৰিছিল।[4] পদ্মবিভূষণ, পদ্মভূষণ আৰু পদ্মশ্ৰী সম্মানবোৰৰ লগত ভাৰত ৰত্ন বঁটা প্ৰদানো ১৩ জুলাই, ১৯৭৭ চনৰ পৰা ২৬ জানুৱাৰী, ১৯৮০ পৰ্যন্ত বন্ধ হৈ আছিল। বৰ্তমানলৈকে (২০২৪ চন) ৫৩ গৰাকী ব্যক্তিক এই সম্মান প্ৰদান কৰা হৈছে। ভাৰতীয় সকলৰ বাদে অন্য বিদেশী ব্যক্তিৰ ভিতৰত খান আব্দুল গফৰ খান (পাকিস্তান), নেলছন মেণ্ডেলা (দক্ষিণ আফ্ৰিকা) আদিকো এই সন্মানেৰে বিভূষিত কৰা হৈছিল। ১৯৫৪ চনত প্ৰথমবাৰৰ বাবে এই সন্মান প্ৰদান কৰা হৈছিল।

২০১১ চনত ভাৰতৰ গৃহ মন্ত্ৰালয় আৰু ভাৰতৰ প্ৰধান মন্ত্ৰীয়ে এই বটা প্ৰাপকৰ যোগ্যতাৰ মাপকাঠি সংশোধন কৰি ক্ৰীড়াবিদ সকললৈকো এই বঁটা প্ৰদান কৰাৰ সুযোগ প্ৰদান কৰে।[5]

বঁটাৰ গঠন[সম্পাদনা কৰক]

ভাৰত ৰত্নৰ মূল নিৰ্দিষ্ট বিৱৰণ অনুসৰি, এই বঁটাটো এটা বৃত্তাকাৰ সোণৰ পদক যাৰ মাজত অঙ্কিত বস্তুবোৰৰ মাজত ভাৰতৰ ৰাষ্ট্ৰীয় প্ৰতীক আৰু নীতিবাক্য সন্নিবিষ্ট কৰা হৈছে। এই বিৱৰণী অনুসাৰে কেতিয়া ভাৰত ৰত্ন পদকটো নিৰ্মাণ কৰা হৈছিল সেইটো জনা নাযায়। প্ৰকৃত পদকটি আঁহত পাতৰ আকাৰত নিৰ্মাণ কৰা হৈছে। ইয়াৰ একোণত দেৱনাগৰী লিপিত “ভাৰত ৰত্ন” শব্দ দুটি লিপিবদ্ধ কৰা হৈছে আৰু ওপৰৰ দিশত জাতীয় প্ৰতীক আৰু নীতিবাক্যটি খোদিত আছে।

১৯৫৪ চনৰ ২ জানুৱাৰীত স্বাধীন ভাৰতৰ প্ৰথম ৰাষ্ট্ৰপতি ৰাজেন্দ্ৰ প্ৰসাদে এই পুৰস্কাৰৰ প্ৰৱৰ্তন কৰিছিল। প্ৰথম অৱস্থাত অৰ্থাৎ জানুৱাৰী, ১৯৫৪ চনত মৰোণত্তৰভাৱে ভাৰত ৰত্ন প্ৰদানৰ ব্যৱস্থা নাছিল। এই কাৰণতেই হয়তো মহাত্মা গান্ধীক ভাৰত ৰত্ন বঁটা প্ৰদান কৰা নহ’ল। ১৯৫৫ চনৰ জানুৱাৰীৰ পৰাহে মৰণোত্তৰভাৱে ভাৰত ৰত্ন প্ৰদানৰ প্ৰক্ৰিয়া আৰম্ভ কৰা হয়। পৰৱৰ্তী সময়ত সুভাষচন্দ্ৰ বসু সহ মুঠ ১২ জনক মৰোণত্তৰ ভাৱে ভাৰত ৰত্ন প্ৰদান কৰা হয়। কিন্তু পাছত আইনী জটিলতাৰ বাবে সুভাষচন্দ্ৰ বসুৰ ভাৰত ৰত্ন ঘূৰাই অনাৰ বাবে ভাৰত চৰকাৰ বাধ্য হয়। এইটোৱেই পুৰস্কাৰ প্ৰত্যাহাৰৰ একমাত্ৰ নিদৰ্শন। ১৯৭৭ চনৰ ১৩ জুলাইৰ পৰা ১৯৮০ চনৰ ২৬ জানুৱাৰী পৰ্যন্ত প্ৰায় তিনি বছৰ মোৰাৰজী দেশাই পৰিচালিত চৰকাৰৰ আমোলাত অন্যান্য পদ্ম পুৰস্কাৰৰ লগত ভাৰত ৰত্নও ৰদ কৰা হৈছিল।
